Currently i'm upgrade membership and i Deposit $1 Yesterday.
Today when i attempt to Withdraw it say's the minimum Cashout is $5 but i notice my 2 Previous Cashout, if i Reach $5 the Minimum amount to withdraw is Only $2.

Nothing has been changed.
To withdraw you have to reach $3 the first time
From there you have to reach $5 min.
Before you could withdraw the $5 every 30 days.
Now you can withdraw max.2$ every 8 days.
That is, you can withdraw more (in 32 days you can withdraw $8)
If you go up in membership, withdrawals increase
